A Listening Act was published in November 2002 following a twelve month programme of public forums and follow-up meetings in various country centres around Victoria.

Eureka's 2004 Take it or Leave it report focuses on the progress of the Council of Australian Government's Indigenous policy pilot established in Shepparton Victoria.
Eureka's Left for Dead is an Analysis of media, corporate and government complicity in the loss of Yorta Yorta identity in Victoria, Australia.

Prior to the 2002/3 bushfire crisis in South East Australia, Eureka conducted a forum at Mt Beauty in the Alpine district in order to acquaint the State Government about concerns being felt regarding, amongst other things, the quality of the national park neighbourhood. The 2003 A Case of Burning Neglect details the perfomance of the public sector agencies.

Measuring Success provides fresh analysis of the COAG Indigenous Trial in Shepparton and identifies the lack of a framework to measure the success of the trials and announces the establishment of a community scorecard to fill the void.
